Blowsifh is a well-known encryption system which can be reversed with a key. Using on the online tool at https://www.tools4noobs.com/online_tools/decrypt/ we can get the original message:


Sneaky part: The result doesn’t print the latin character “H”, it’s the russian character translated to “N” in english.

Search it on Google, you stumble upon dozen of results pointing on the same thing: The 5N117-radar P-70 “Lena-M”, an abandoned zone located in Leningrad Oblast, Russia.
